PROBLEM STATEMENT
In recent years, increasing recognition
and attention has been placed on the transportation safety needs
of special populations such as the elderly, the school aged, and
individuals with disabilities or infectious diseases. Research
is needed to identify and address the critical issues and concerns
involved, many of which can result in policy and design changes
necessary to improve the safety of travel for special population
groups. A related activity involves disseminating and implementing
the policy and design changes through technology transfer activities.
RESEARCH PROPOSED
The tasks associated with this research involve defining the critical safety issues by magnitude, severity of incidents, and projections of future magnitudes due to population changes, behavioral changes, etc. The research will involve two general areas: highway and public transportation. While addressing the various special population segments and their related safety concerns, the initial investigation will involve literature reviews, analysis of existing data, focus groups, interviews with transportation operators, and other related techniques. This initial phase of the research will be summarized in a comprehensive matrix correlating the safety issues with the special user population segment, needs for additional research or technology transfer activities, and potential for payback.
Based upon the initial research, those issues which are rated to be the most critical or related to high accident rates or high risk situations will be selected for further research and analysis. In an effort to study and evaluate various measures to mitigate the problems, the issues identified will be categorized by the nature of the problem and/or the deficiencies in existing policies, service operations, or design.
With the information obtained through
the research, the findings and recommended changes will be made
available through various technology transfer activities.3
